(a) It shall be the duty and responsibility of the Secretary of Health to see to the observance of §§ 930—949 of this title and to report to the Secretary of Justice such violations as may come to his knowledge.
(b) The Secretary of Justice shall prosecute and sustain in court all cases of violations of §§ 930—949 of this title.
(c) All criminal cases prosecuted hereunder shall be heard by a court without a jury before the Court of First Instance of Puerto Rico.
