Every hospital, clinic, laboratory, private or public institution, which uses, receives or transfers in any manner any of the dangerous drugs or barbiturates covered by §§ 930—949 of this title in the regular course of its business shall comply with subsection (a) of § 938 of this title, and shall furthermore:
(a) Withhold and keep the invoices, vouchers or medical prescriptions clearly indicating the incoming and outgoing of said barbiturates and dangerous drugs. These vouchers shall specify the date, name and amount of the dangerous drugs and barbiturates obtained or purchased, the name and address of the distributor or person from whom they were purchased or obtained; and, in the proper case, the date, name and address of the person to whom said barbiturates or dangerous drugs have been delivered, or the name of the patient to whom they were supplied or applied.
(b) The vouchers mentioned in subsection (a) of this section shall be kept for a period of not less than two (2) years reckoning from the date shown on said vouchers.
(c) The Secretary of Health shall supply to said hospitals, clinics, laboratories and institutions the formulary referred to in subsection (f) of § 938 of this title.
