§ 932. Barbiturates and other dangerous drugs—Sale of compounds which do not have hypnotic effects

(a) The provisions of §§ 930—949 of this title, unless otherwise provided, shall not apply to the compounds, mixtures or preparations which are used as irrigation, inhalation, atomization, liniment or gargles or in any other reasonable form for external use only; provided said compounds, mixtures or preparations are exclusively for external use and that they contain, in addition to the dangerous drugs and barbiturates covered by §§ 930—949 of this title, some other drug or drugs which make such preparation inadequate for internal use and which also confer upon it medicinal properties other than those inherent in said drugs or barbiturates only.

(b) No order or prescription shall be required for the sale or dispensing of the compounds covered by this section, provided the same are sold or dispensed for the purpose of using them in the manner hereinabove prescribed and not with the intent of evading the provisions and purposes of §§ 930—949 of this title.
