All powdered milk, either whole or skim, introduced, sold, transported, stored, or used in Puerto Rico without the foregoing provisions having been complied with, shall be seized and destroyed, without indemnification, by the Secretary of Health, or by his agents, and the person so introducing, selling, transporting, storing, or using it shall be guilty of a misdemeanor, and shall be punished as hereinafter provided.
