For the purposes previously indicated, the Secretary shall direct that, through the inspectors he shall appoint for such purposes, post mortem examination and inspection of the slaughtered animals be carried out as hereinafter provided or of its meat to be prepared in a slaughtering, canning, salting, packing, fat and by-products processing establishment or in a similar establishment in the Commonwealth of Puerto Rico as intrastate commerce articles capable of use as human food. The unadulterated meats capable of use as human food shall be marked, sealed and identified with a tag or label such as “P.R. Inspected and Approved”. Said inspectors shall label, mark and seal or identify with a label such as “P.R. Inspected and Seized”, all adulterated meats and all meats so inspected and seized shall be destroyed in the presence of an inspector, so that they may not be used as food. Said inspectors, when they so deem necessary, may also reinspect said meats to determine if after the first inspection they have been adulterated, and if so, they shall be seized and destroyed in the manner above mentioned.
