The Secretary of Health is hereby authorized to determine the number of arrested cases who can take advantage of this plan of work in accordance with the needs and the resources of the institutions where the work can be offered to them; it being understood that there shall be eligible only those who:
(a) Have observed exemplary conduct during the term of hospitalization;
(b) have no financial means whatsoever, and
(c) their physical condition permits them to render several hours of work without injury to their health.
