The Secretary of Transportation and Public Works of the Commonwealth of Puerto Rico shall determine, subject to the limitations herein set forth, the requirements or conditions which shall govern such assignment of usufruct.
The Secretary of Transportation and Public Works may, in agreement with the usufructuary and for the effectiveness of the usufruct, modify the terms of the grant, in accordance with the provisions of §§ 48a—48g of this title.
