Any natural or [juridical] person who uses the aforesaid tanks to store or deposit fuel oils of the class known as “bunker and fuel oils” without the proper permit issued therefor by the Fire Chief of Puerto Rico, or any natural or artificial person who violates any of the provisions of this chapter, shall be guilty of a misdemeanor, and shall, upon conviction thereof, be punished by a fine of not less than fifty dollars ($50), nor more than one thousand dollars ($1,000). Each and every day said violation subsists shall be deemed a separate offense committed. The San Juan part of the Court of First Instance shall have exclusive jurisdiction to take cognizance of these cases.
