Every owner, lessee, and every natural or [juridical] person who, on and after the date this act takes effect, may desire to use, or to continue using, tanks for the storage of fuel oils of the class known as “bunker and fuel oils” within the district hereinbefore stated shall, before starting or continuing the use thereof, as the case may be, provide himself with a permit issued therefor by the Fire Chief of Puerto Rico, who shall be empowered to prescribe the necessary rules and regulations to safeguard the health and safety of the districts near the said tanks, which rules and regulations shall, after their promulgation, have the force of law.
The Fire Chief of Puerto Rico shall refuse to issue any permit, or shall revoke any permit already issued, if the applicant or holder thereof, as the case may be, performs any act in violation of such rules and regulations or fails to comply with the provisions thereof.
