§ 2967. Penalties

(a) Any person who practices veterinary medicine in Puerto Rico or who impersonates a licensed veterinary technologist or veterinary technician without having a license in effect, duly issued by the Board, whether or not said person charges for such practice, he/she shall incur a felony and upon conviction, shall be penalized by a fine of not less than one thousand dollars ($1,000), nor more than five thousand dollars ($5,000), or a jail term of not less than six (6) months nor more than two (2) years, or both penalties, at the discretion of a court with jurisdiction; Provided, That each case of illegal practice of veterinary medicine shall be considered as a separate offense.

(b) The Board, motu proprio, the Secretary of Health, or any District Attorney, police officer, or government official, as well as the College of Veterinary Doctors of Puerto Rico, or any private citizen may initiate and file an injunction or any other civil or criminal procedure against any person who practices, is practicing or intends to practice veterinary medicine illegally in Puerto Rico, so that the court with jurisdiction may prevent and prohibit his/her performance of such illegal acts pursuant to the provisions set forth in this section and the pertinent legal canons.

(c) The penal and civil actions of subsection (a) and (b) may be executed jointly or severally and the execution of one shall not affect the execution of the other.
