§ 2815. Licenses—Denial

The Board is hereby empowered to deny a license to any person who:

(a) Does not fulfill the requirements established in this chapter and its regulations.

(b) Has attempted to obtain or helped someone else to obtain a license through fraud or deceit.

(c) Has been found to be mentally unfit by a competent court.

(d) Is a narcotic drug addict or is a habitual drunk.
