The Governor of Puerto Rico shall appoint non-ex officio members with the advice and consent of the Senate. One of the appointments for office shall be for a term of two (2) years, another for a term of four (4) years, and another for a term of six (6) years. They shall perform their duties until their successors are appointed and qualify. In case of a vacancy, the person designated by the Governor to fill the vacancy shall perform the duties of the office for the term remaining for the person being replaced.
The Governor of Puerto Rico may dismiss any member of the Board from office, after due notice and hearing, for lack of professional ethics, violations of the provisions of this chapter, improper conduct or negligence in the performance of his duties, or conviction for a felony or misdemeanor implying moral depravation.
The members of the Board, including public employees and officials, shall be entitled to per diems of fifty dollars ($50) for each day on which they attend a meeting. As of July 1, 1999, the members of the Board shall receive per diems equal to the minimum per diem established for members of the legislature, up to a maximum of three thousand dollars ($3,000) per year, except for the Chairperson of the Board who shall receive per diems equal to one hundred and thirty-three percent (133%) of the per diems received by the remaining members of the Board. The members shall be entitled to be reimbursed for transportation and other necessary expenses incurred for the performance of their official duties according to the regulations adopted to such effects by the Secretary of the Treasury.
