P.R. Laws tit. 20, § 2803
A Board of Examiners for Operators of Treatment Plants and/or Systems for Drinking Water and Used Water of Puerto Rico is hereby created, attached to the Department of State, which shall be composed of seven (7) members. Four of them shall be ex officio members: the Secretary of Health or his/her authorized representative, the Chairperson of the Environmental Quality Board or his/her authorized representative, the Executive Director of the Aqueduct and Sewer Authority or his/her authorized representative, and the Secretary of the Department of Natural and Environmental Resources of Puerto Rico or his/her authorized representative. The three (3) remaining members, one of whom shall be a certified operator, shall be private citizens of recognized probity, and knowledgeable about water pollution or treatment and the laws and regulations applicable on the subject.
