For purposes of this chapter, it shall be understood that a person is practicing the profession regulated herein when said person offers or renders professional draftsmanship services as draftsman, including the teaching thereof.
It shall be illegal for any person to practice or render draftsmanship services in Puerto Rico, or to use or advertise, with respect to his/her name, any title, word, utterance or description that may give the impression he/she is an authorized draftsman, unless he/she is duly registered and authorized as such, according to the provisions of this chapter, and holds the corresponding license and certificate, and is also an active member of the College of Draftsmen.
It shall likewise be illegal for any natural or juridical person to employ or otherwise negotiate or sponsor the employment or services of persons for the practice of the profession of draftsmanship, personally or through employment agents, representatives or recruiters, if such persons do not hold the necessary license, certification and membership to practice the profession.
The requirements of certificate, license and membership shall be clearly stated on every advertisement, circular, notice, letter or edict that is affixed or circulated to solicit the services of draftsmen.
