The Board may issue a duplicate of the license to every draftsman whose license has been lost or destroyed, a fact which shall be proved by affidavit to the satisfaction of the Board; and the applicant shall pay the amount of ten dollars ($10) in internal revenue vouchers as the fee to acquire said duplicate.
