The Board shall issue a license to any person who:
(1) Is over eighteen (18) years of age;
(2) is a citizen of the United States of America or resident of Puerto Rico during one (1) year prior to his/her application;
(3) has pursued studies equivalent to a high school diploma and [passed] any specialized technical course in linear drawing or construction drawing in a school of the Department of Education of Puerto Rico or a private school recognized by said Department; or in lieu thereof, has completed the training course prescribed or to be prescribed in the future by the Apprenticeship Council of Puerto Rico, created under the provisions of § 323 of Title 3 and §§ 11—18 of Title 29;
(4) enjoys good moral conduct, and
(5) passes the examination offered by the Board.
To be entitled to the license, the candidate shall pay twenty dollars ($20) in internal revenue vouchers before said license is delivered to him/her.
All draftsman licenses shall be in effect for a term of four (4) years and it shall be the duty of the holder to renew it thirty (30) days in advance of its date of expiration. An official certification issued by the College of Draftsmen of Puerto Rico to accredit that the person is an active member and his/her fees are up to date shall be required for all renewals. The license renewal application shall be accompanied by an internal revenue voucher in the amount established by the bylaws of the Board.
It shall be the prerogative of the Board to request additional documents and proof of continuing education by the member, as established by regulations, in addition to the application.
