The persons appointed to the Board of Examiners shall be of age, citizens of the United States of America and shall have resided in the Commonwealth of Puerto Rico for a period of at least five (5) years before their appointment. They shall have practiced the profession of draftsman at least six (6) years in the Commonwealth of Puerto Rico.
