Members of the Board shall meet the following requirements:
(a) To be of legal age;
(b) to be residents of Puerto Rico, and have practiced as an electronic technician or have possessed a license as a radio and television technician, or a combination of both, for a term of no less than three (3) years at the time of their appointment, and
(c) not having been convicted of a felony or any other crime that implies moral depravation.
