§ 2132. Creation and composition

The Board of Examiners of Automotive Technicians and Mechanics is hereby created, which shall be composed of five (5) members who shall be persons of known capacity in their respective occupations:

(a) Three (3) members shall be automotive technicians with not less than five (5) years of experience as such, duly licensed and associated, and at least one of them must have experience in the management and operation of a mechanical services shop. Said members shall be appointed by the Governor with the advice and consent of the Senate.

(b) Another member of the Board shall be a representative of the Secretary of the Department of Transportation and Public Works, designated by the Secretary.

(c) The fifth member shall be a teacher or official of the Department of Education, designated by the Secretary. The former shall have knowledge of automotive techniques and mechanics and shall be duly licensed and associated to exercise said function.

(d) The members of the Board shall be of legal age, citizens of the United States of America.

(e) The first members appointed by the Governor shall serve: two (2) for the term of one year, two (2) for the term of two (2) years and one for the term of three (3) years. Subsequent appointments shall be made for the term of four (4) years. The members of the Board shall hold office until their successors are appointed and take office. Any vacancy on the Board before the expiration of the term shall be filled for the remainder of the term. No member shall be appointed for more than two (2) consecutive terms.

(f) The Governor may remove any member of the Board, upon previous preferment of charges, notice and hearing for failure to fulfill his duties, for gross incompetence in the fulfillment of his obligations or for having been convicted of a felony or misdemeanor involving moral turpitude.

(g) The Board shall elect a chairman from among its members. The member representing the Secretary of Transportation and Public Works shall not be elected as Chairman of the Board.
