The Board may deny the granting of a license upon previous notice and hearing to any person who:
(1) Tries to obtain a license through fraud or deceit.
(2) Does not meet the requirements for obtaining the license established by this chapter.
(3) Has been declared mentally unfit by a competent court; or his unfitness has been established before the Board by a medical expert; Provided, That the license may be granted as soon as the person is declared again fit and meets the other requirements provided in this chapter.
(4) Is a narcomaniac or alcoholic; Provided, That the license may be granted as soon as this person proves to be fit and meets the other requirements provided by this chapter.
