Any person who aspires to practice as a refrigeration and air conditioning technician in Puerto Rico must meet the following requirements:
(a) File an application before the Board.
(b) Be at least eighteen (18) years of age.
(c) Be a citizen of the United States and have resided in Puerto Rico for one (1) year.
(d) To have [passed] his fourth year of high school.
(e) To have [passed] a course in refrigeration and air conditioning techniques at a vocational school or technological institute of the public education system, or any other institution accredited by the Department of Education of Puerto Rico, of a duration of one (1) year, or more than eight hundred (800) hours; or in lieu thereof, to have completed the prescribed training course or whatever course which may be prescribed in the future by the Apprenticeship Council of Puerto Rico, created by virtue of the provisions of §§ 11 et seq. of Title 29; Provided, That those persons who submit evidence of having two hundred (200) hours of vocational training offered by the Apprenticeship Division of the Right to Work Administration through educational institutions accredited by the Department of Education of Puerto Rico to whom one or more apprentice licenses of one year’s duration have been issued and holds one or more certificates of training or seminars offered by the College of Refrigeration and Air Conditioning Technicians, may substitute them for the educational requirements established in this subsection.
(f) To have passed the examination offered by the Board.
(g) Have paid a ten-dollar ($10) examination fee and ten additional dollars ($10) for a license. Both payments shall be made through a payment voucher purchased at the Internal Revenue Collector’s offices of the Department of the Treasury, and
(h) have good moral repute.
