The Secretary of the Treasury is hereby directed to sell, through the Internal Revenue Collectors’ Offices of the Commonwealth of Puerto Rico, the special stamps adopted and issued by the College of Expert Electricians of Puerto Rico in accordance with this chapter.
The College of Expert Electricians of Puerto Rico shall deliver to the Secretary of the Treasury, from time to time, a sufficient number of stamps for their sale. The Secretary of the Treasury shall carry out the liquidation of the total value of the stamps issued each month; he shall retain ten percent (10%) of the total collected from the sale of the stamps to cover part of the administrative costs incurred in the sale thereof, and the remaining sum shall be reimbursed to the College of Expert Electricians of Puerto Rico. Until the liquidation and reimbursement of the total value of the stamps that have been delivered to the Secretary of the Treasury has been verified, both the proceeds from the sale of stamps and the stamps still unsold shall be considered for all effects and purposes of the same nature and condition as securities of the Commonwealth of Puerto Rico in the custody of the Secretary of the Treasury.
