§ 858. License—Who shall be able to apply

The persons authorized to apply for a license to practice the public relations agent profession shall be:

(a) Any aspiring candidate who have a Bachelor’s Degree [in] Public Relations from an institution or university accredited by the Puerto Rico Council on Higher Education or the Middle State Association of Colleges and Universities or its equivalent.

(b) Any aspiring candidate who has obtained a Bachelor’s Degree in Communications with a Minor in Public Relations from an institution or university accredited by the Puerto Rico Council on Higher Education or the Middle State Association of Colleges and Universities or its equivalent.

(1) Aspiring candidates who meet the requirements of this subsection should also have a two (2) -year minimum experience in the public relations practice, counted as of the time in which the person started to discharge the functions included as requirements in the definition of public relations agent. Said experience shall be certified through a letter from one (1) employer.

(c) Any aspiring candidate who has obtained a Master’s Degree in Public Relations from an institution accredited by the Puerto Rico Council on Higher Education or the Middle State Association of Colleges and Universities or its equivalent.

(d) Any aspiring candidate who has been accredited by the Public Relations Society of America.

(e) The term “experience”, as used in the above subsections, shall be understood as having practiced for not less than two (2) years [in] the following areas:

(1) Public relations advising and consulting.

(2) Designing and planning public relations programs or campaigns, execution of public relations programs or campaigns or analysis and evaluation of audience or market behavior research, as well as public opinion research.

(3) Effective communication management in the event of a crisis or in public affairs.

(4) Liaison with the communications media so as to oversee the correct and assertive communication of the information in favor of the public interest.
