Every person who, besides being of recognized morality, has at least one of the following requirements shall be entitled to a provisional license to practice the profession of social work in Puerto Rico:
(1) To hold a [bachelor’s degree] from a recognized university or college, and to have, in addition, eighteen (18) or more credits in postgraduate studies in social work.
(2) To hold a [bachelor’s degree] from a recognized university or college, with a major in social work.
