§ 437. Regulations

The regulations shall provide that which has not been foreseen by this chapter, including all that concerns the functions, duties and proceedings of all its bodies and officers; notice of meetings, dates, quorum, requirements and format of its general assemblies and sessions of the Governing Board; election of directors and officers; standing committees; budget or investment of all funds and disposition of the assets of the College; the term of all offices, creation of vacancies and the method of filling them; Provided, That the regulations may be amended at an annual or special assembly or by referendum; and further, Provided, That in order to proceed to vote on the amendments no less than ten percent (10%) of the membership must be present or their votes received, of which at least two-thirds of the votes must be in the affirmative for an amendment to be considered as approved.
