The regulations shall establish district delegations or local organizations which are to be elected or appointed, to function and to perform their duties in the form and under the conditions [set] by the regulations themselves; but the election or designation of those who are to constitute them shall be made, save in the case such power is relinquished, by the members of the College who reside or work in the respective territorial districts of the delegations or organizations.
