The Board shall have the following duties and powers:
(a) To issue, suspend, revoke, or deny the licenses for the practice of the profession of psychology for the reasons consigned in this chapter.
(b) To adopt regulations in accordance with the provisions of §§ 2101 et seq. of Title 3, and in accordance with the procedures established by §§ 3001—3030 of Title 24, which shall include the necessary provisions for the performance of its duties and the rules and procedures it deems convenient for the transaction of its business, within a term of six (6) months after the approval of this act.
(c) To keep a minute book of all its proceedings in which all its resolutions and actions shall be recorded.
(d) To keep a register of each and every psychologist authorized to practice their profession in Puerto Rico, pursuant to the provisions of §§ 3001—3030 of Title 24, including their address, place of employment or work, as well as the date and number of their license. The register shall be revised every two (2) years.
(e) To adopt an official seal for use in the transmittal of all the licenses and other documents issued by the Board.
(f) To administer oaths, hear testimony and receive evidence with regard to matters within its jurisdiction.
(g) To issue summons requiring the appearance of witnesses and the presenting of data, documents and reports that the Board may deem necessary. If a summons issued by the Board is not duly complied with, the Board may appear before any Part of the Court of First Instance of Puerto Rico and petition the court to order compliance with the summons under penalty of contempt.
(h) To conduct investigations related to the compliance of this chapter.
(i) To adopt a code of ethics for the practice of the profession of psychology.
(j) To prepare and administer oral and written examinations, or a combination of both, in order to measure the capacity and professional competence of the candidates to a license, taking their field of specialization into account.
(k) To submit to the Governor of Puerto Rico through the Secretary of Health an annual report of its proceedings, informing the number of licenses issued, suspended, cancelled or renewed.
(l) To carry out any other action, in addition to those stated herein, that might be needed to comply with the provisions of this chapter.
