The revenues on account of these leases shall be deposited in a special fund in the Department of the Treasury in favor of each agency, authority, corporation or instrumentality to be destined primarily for the maintenance and improvement of these areas. Any surplus shall be used for the maintenance and improvement of any other facilities of the agency concerned. In the case of the municipalities, the revenues shall be deposited in a special fund under its custody, and shall be used for the same purposes.
