§ 4. Conveyance of real property—Between Commonwealth and municipality or political subdivision

The conveyance of real estate of the Commonwealth of Puerto Rico to a municipality or political subdivision, or vice versa, shall be carried out by virtue of a public deed to be executed by the mayor of the municipality concerned, and by the Secretary of Transportation and Public Works in behalf and in representation of the Commonwealth of Puerto Rico.
