§ 3. Conveyance of real property—By public instrumentality or authority to Commonwealth

The conveyance of real estate by a public authority or instrumentality in favor of the Commonwealth of Puerto Rico shall be carried out by virtue of a public deed, the chief executive of the public authority or instrumentality concerned to appear in behalf thereof, and the Secretary of Transportation and Public Works to appear in representation of the Commonwealth of Puerto Rico.
