It is hereby declared that the public policy of the Government of Puerto Rico is for the management of natural resources to be framed within the principle of conservation in harmony with an ecologically sustainable development. It is imperative to direct the planning process toward the attainment of an integrated sustainable development, by ensuring the wise use of the land resource and promoting the conservation of our natural resources for the enjoyment and benefit of the present and future generations. Furthermore it is necessary to identify, protect and conserve the lands of a high natural value that are a part of our natural patrimony.
The designation of a natural reserve has the purpose of protecting areas with important natural resources and great ecological value that may be subject to conflict in its present and future use. Therefore, the necessary measures should be adopted so that these areas are substantially preserved and conserved in [their] natural state and, whenever possible, restored to their original natural condition.
The Piedras del Collado Natural Reserve Management Plan shall consider the ecological viability of establishing works to facilitate the development of educational, recreational and scientific research activities intended, so as not to affect the ecological integrity of the designated area.
