(a) The Environmental Quality Board is hereby empowered to inspect the solid waste recovery and recycling facilities in the Commonwealth of Puerto Rico. The Environmental Quality Board shall see to it that said facilities comply with all applicable Commonwealth and federal laws and regulations.
(b) The Environmental Quality Board shall inform the owner of the facility about the results of the inspection that was carried out, in writing.
