The Secretary shall establish liaison with related federal and Commonwealth agencies, which in turn shall take the necessary steps to make it effective. The Secretary is also empowered to adopt the rules and regulations required to enforce this chapter, pursuant to Act No. 112 of June 30, 1957. These rules and regulations shall take effect within 90 days from the date of approval of this act.
