The Secretary may authorize such variances and exemptions to regulations approved pursuant to this chapter, under such conditions and in the manner he deems necessary and desirable; Provided, however, That such variances and exemptions may be granted under such conditions and in such a manner that they are not less rigorous than the variances and exemptions allowed under federal law.
