The Administration shall take the necessary steps to ensure the optimum use of administrative and operating resources. All these steps shall be taken in strict compliance with all applicable laws, the collective bargaining agreement in effect, and by observing the Merit Principle and any legal provisions which prohibit discrimination for reasons of political views, age, and by observing any vested rights, by means of legislation or regulations in effect, of the public officials who work in said entity.
