The positions of the employees who avail themselves of the Voluntary Early Retirement Program shall not be filled by newly-hired personnel. Those persons who are currently working at the Administration shall have preference for filling any vacancies that may arise upon the implementation of the Voluntary Early Retirement Program after January 30, 2009.
