The Administration shall offer the following benefits to the employees who voluntarily avail [themselves] of the same:
(a) Right to receive a retirement pension of seventy-five percent (75%) of the average compensation to employees with fifty (50) years of age, who as of December 31, 2008, have a minimum of twenty-five (25) years of services credited as participants in the Retirement System for the Employees of the Government of the Commonwealth of Puerto Rico and its Instrumentalities, as previously certified by the Administration.
