The Right to Work Administration, hereinafter the “Administration”, shall implement a Voluntary Early Retirement Program, which shall comprise solely the employees holding positions in said government agency who may avail of a pension for years of service under the provisions of §§ 761 et seq. of this title, and who comply with the requirements of § 7072 of this title in order to avail of such plan.
