The Director or the prosecutor designated by him shall have the power to order the appearance and testimony of witnesses and the presentation of any books, papers, documents or other evidence under the terms of a subpoena. When a witness summoned by the Director or the prosecutor designated by him does not appear to testify or does not produce the required evidence, or refuses to answer any question, the Director or his legal representative shall request an order of the Court of First Instance to enjoin the presence or testimony of the witness or the production of the evidence required, as the case may be. Once the petition is filed in the Court of First Instance, it shall issue a subpoena ordering the witness to appear and testify or to produce the requested evidence or both before the Director. Any disobedience of the order issued by the court shall be penalized as contempt of court.
The evidence related to the case under investigation, offered by any witness summoned by the Director, may not be used against him in any criminal proceeding. The Director may grant civil or administrative immunity.
