The Annual Puerto Rican Youth Summit shall have, without being limited to, the following goals and responsibilities:
(a) To be an instrument through which Puerto Rican youth shall express its viewpoints and recommendations with respect to problems of its concern.
(b) To be the permanent instrument within which the youth can exchange ideas directly with the agency heads, Government Secretaries, legislators, the Governor, universities, and with the private sector.
(c) Motivate youths to participate in the solution of their problems.
(d) Hold its periodic public hearings on its actions and on the problems that affect the youth.
(e) Meet with the Governor, the President of the Senate and the Speaker of the House, the chairpersons of the legislative committees that address youth affairs and the Floor Leaders of the parties represented in both Houses twice a year to discuss the progress of its activities, its working plans and the operating methods and alternatives it shall use to achieve better results.
(f) To keep minutes and reports of its activities, which shall be made public.
(g) To promote the participation of the private sector in programs and initiatives in favor of youth.
