§ 1632a. Creation

(a) The Juvempleo Program attached to the Office of Youth Affairs of the Office of the Governor of the Commonwealth of Puerto Rico is hereby established in perpetuity. The conceptual framework for its design, legal structure, planning, development, implementation and operation shall be outlined and attuned to the structure of the Office that is in effect. The current assets and the administrative personnel shall remain under the new structure of the Juvempleo Program created by this chapter.

(b) OYA shall draft regulations to establish the public policy, which shall be based on clear and specific parameters identified by OYA through studies to be performed and empirical data from previous investigations and projects. The same shall prove the need Puerto Rican young students have to develop their employability skills through study programs, qualifications and on-the-job training, services directed toward facilitating job retention, counseling, and orientation.

(c) OYA shall render an annual report on the services provided by the Program, the needs of young students with regards to employment, projections on clients to be impacted during the following year, the number of clients served, the services rendered, and the satisfaction of clients and the employers with whom they worked. Such report shall be forwarded to the Governor and the Legislative Assembly of Puerto Rico not later than sixty (60) days after the close of the fiscal year.

(d) OYA shall have the duty to seek the collaboration of different for- profit or nonprofit employers from the government and the private sector to employ and negotiate a percentage of retention of young students.
