All laws, rules, regulations and orders applicable to the Department of Consumer Affairs and to the Department of the Treasury as to §§ 981—981s of Title 10, which are not in conflict with the provisions of this chapter, shall continue in force, and it shall be understood that from the date of effectiveness of this act, they relate and refer to and shall be administered by the Department of Consumer Affairs and its Secretary, who shall be, for all purposes, the legal successor of the Director of the Department of Consumer Affairs and the Secretary of the Treasury, respectively.
