The Department of Labor and Human Resources in addition to the functions and responsabilities it is charged with by the labor protective laws, and other laws enacted for the benefit of peaceful labor relations and the welfare of the workers, shall be the Executive Branch agency in charge of implementing, developing and coordinating the public policy and programs addressed to the preparation and training of those human resources which are indispensable to fill the needs of the labor sector. It shall be the leading body responsible for this programatic sector of that government [sic].
