Any person who has been convicted of a misdemeanor may solicit that the Police Superintendent eliminate the conviction from the Criminal Record Certificate through a sworn statement, accompanied by the pertinent documents and a twenty (20) dollar internal revenue stamp, provided the following circumstances concur:
(a) That six (6) months have passed from the moment the sentence was served and that during that time the person has not committed another crime, and
(b) that the person has a good reputation within the community.
