It shall be the duty of the Grand Jury:
(a) To inquire into and report to the court the case of every person imprisoned against whom no complaint has been filed within the legal term;
(b) To inquire into the state and condition of the penitentiary and jails and the treatment given to prisoners therein and to report any irregularity to the Secretary of Justice, and to file proper charges against officials guilty of cruelty to prisoners, of negligence or of punishable conduct;
(c) To inquire into and file charges for immoral conduct or negligence in the discharge or his duties against any public official of whatever class or category, within the judicial district.
