§ 4. Penitentiary carpenter shop excepted; revolving fund

(a) The carpenter shop of the penitentiary shall be operated on a revolving fund system.

(b) Any balances to the credit of the special fund previously created for the institution named in subsection (a) of this section, shown on the books of the Secretary of the Treasury at the time this section becomes effective, shall be transferred to the new revolving fund hereby created, and shall be used for the same purposes of supporting and operating the said institution, any surplus resulting from its operation to be deposited in the Commonwealth Treasury as miscellaneous receipts.

(c) The Secretary of the Treasury of Puerto Rico shall prescribe rules and regulations for the operation of this institution and for the proper accounting of its income and expenditures.
