§ 961a. Functions of the Commonwealth Elections Commission and duties of the Chairperson

The Commonwealth Elections Commission shall have the responsibility of organizing, establishing and enabling the processes for the presidential election in the jurisdiction of the Commonwealth of Puerto Rico. The present chapter authorizes the use of the resources, equipment, and personal and real property, as well as of the employees and officials attached to the Commission, as necessary [to] conduct all processes and activities related to said election.

To guarantee the procedural integrity and electoral statement in said election, the Chairperson of the Commission shall have the power to perform any acts and arrangements that are needed to execute the provisions of this chapter, pursuant to the powers that have been conferred upon him/her by the Electoral Law. To such purposes, the Chairperson shall, with the advice of the electoral representatives of the candidates, adopt the necessary norms and regulations, procedure which shall be governed by the provisions of subsection (1) of Section 1.005 of the Electoral Law. Likewise, the Chairperson shall issue orders, resolutions and determinations, and may delegate their compliance upon his/her subordinates.
