§ 5270. Adoption Month

(a) November of each year is hereby declared as “Adoption Month”.

(b) At least ten (10) days before the beginning of November, the Governor of the Commonwealth of Puerto Rico shall issue a proclamation encouraging all Puerto Ricans to join in the observance herein established.

(c) The Department of the Family and the Advisory Board for the Protection and Strengthening of the Family shall adopt the necessary measures to achieve the purposes of this section. Likewise, they shall also be in charge of coordinating with civic and community organizations, public and private entities, and multidisciplinary professional associations in the Island to disseminate the significance and scope of the month of November by holding special and public activities that raise people’s awareness of adoption in Puerto Rico. Moreover, said agencies shall develop an educational and informative campaign that covers current government programs regarding the legal act of adoption, and encourage the media to join in such effort as a public service. This educational campaign shall especially emphasize the importance and value of adopting children with special needs.

(d) A copy of the annual proclamation shall be distributed to the Island’s mass media for dissemination, publication, and/or broadcast.
