(a) October of each year is hereby declared as the “Seismic Awareness and Orientation Month in Puerto Rico”.
(b) Each year, the Governor of the Commonwealth of Puerto Rico shall issue a proclamation to such effect, at least ten (10) days prior to October 1, whereby he/she shall exhort the people of Puerto Rico and direct the different agencies and entities in charge of emergency and/or disaster management and the Puerto Rico Seismic Network to organize and sponsor educational and training activities and any other activities related to the celebration of the “Seismic Awareness and Orientation Month in Puerto Rico”. These activities shall include the scheduling of drills that shall enable the people to practice the best measures to prevent and reduce bodily injuries and risks to their lives.
(c) A copy of the annual proclamation shall be distributed to the written and radio media and posted on the Internet for its disclosure.
