§ 5117. United States Citizenship Celebration—Declaration

(a) The first week of March of each year is hereby officially declared as the United States Citizenship Week in Puerto Rico and the second day of March of each year as the day to commemorate throughout the Commonwealth of Puerto Rico the Advent of American Citizenship in Puerto Rico.

(b) The first (1st) of March of each year, the Governor of Puerto Rico shall urge the People of Puerto Rico, through proclamation, to commemorate the United States Citizenship Week in Puerto Rico. Likewise, the Governor shall proclaim March 2 of each year as the Day to Commemorate throughout the Commonwealth of Puerto Rico the Advent of American Citizenship in Puerto Rico, and shall direct the Cabinet Secretaries and other executives of the agencies and instrumentalities of the Government to organize activities related to said celebration.

(c) As part of the festivities of the United States Citizenship Week in Puerto Rico, the Secretary of Education shall prepare and organize a special curriculum to include lectures and conferences to educate and instruct public school students on the Island as to the rights, benefits, prerogatives, obligations and responsibilities that having United States citizenship entails, from a socio-historical and apolitical standpoint. Likewise, the Secretary may urge other public and private educational institutions to commemorate said dates.

(d) The Institute of Puerto Rican Culture shall adopt the necessary measures in order to organize and hold activities in celebration of the Advent of the United States Citizenship.

(e) The Speaker of the House of Representatives and the President of the Senate of Puerto Rico shall take steps to hold commemorative acts during the United States Citizenship Week in Puerto Rico and on the day to commemorate throughout the Commonwealth of Puerto Rico the Advent of American Citizenship in Puerto Rico, as well as any other type of event related to the purposes of this section, and shall likewise urge the People to commemorate said dates.

(f) The Governor of Puerto Rico or the persons entrusted by him or her for such purposes, the Executive Director of the Institute of Puerto Rican Culture or the persons entrusted by him or her, as well as the Speaker of the House of Representatives and the President of the Senate of Puerto Rico or the persons entrusted by them, are hereby authorized and empowered to procure the publication of notices in commemoration of the United States Citizenship Week in Puerto Rico and the Day to commemorate throughout the Commonwealth of Puerto Rico the Advent of the United States Citizenship in Puerto Rico. To such effects, the publication of educational and informative notices, pursuant to the provisions of this section, shall be excluded from the application of the provisions of § 3351 of Title 16.
